APMM Senior Advisor Program

APMM proudly serves as the Pennsylvania state sponsor of the ICMA Senior Advisor Program, formerly known as the Range Rider Program. Established by the ICMA Executive Board in 1974, the program connects local government professionals with respected, retired managers who volunteer their experience, perspective, and support to colleagues in the profession.

Senior Advisors are jointly selected by APMM and the ICMA Executive Director. They serve as trusted colleagues and mentors, offering confidential professional and personal support to municipal managers and other eligible members. While Senior Advisors remain visible, accessible, and engaged with the profession, they are unpaid volunteers and do not serve in a full-time capacity. Program expenses are shared by ICMA and APMM.

Pennsylvania’s Senior Advisors are available to meet with members to discuss a wide range of professional and career-related matters. Conversations may include relationships with elected officials, organizational and management challenges, career development, professional transitions, local controversies, or other issues facing municipal managers.

Senior Advisors serve as friends, colleagues, mentors, and advisors—not consultants. The program is intended to provide confidential guidance and support rather than technical assistance or direct solutions to substantive local government problems. Senior Advisors may undertake limited consulting independently, provided it does not interfere with their responsibilities to the program.

Senior Advisors may also provide guidance to communities interested in establishing professional local government management, including communities considering the council-manager form of government.

Through APMM’s partnership with ICMA, the Senior Advisor Program provides Pennsylvania’s municipal management professionals with access to experienced colleagues who understand the unique responsibilities, challenges, and rewards of serving in local government.
