+ Chris Bamber

Christopher joined PFM in 2008 and currently serves as a senior managing consultant in the firm’s Harrisburg office. Chris focuses primarily on PFM’s local government practice in Pennsylvania, advising school districts, townships, boroughs, counties and municipal authorities on the issuance and management of taxable and tax-exempt bond issues for new money and refunding purposes, interest rate swaps and long range budget planning, and pro-forma analysis. He worked on a variety of large and complex financings spanning the spectrum of public finance, including the Allentown Neighborhood Improvement Zone Development Authority, Bethlehem Area School District, the School District of Pittsburgh, and several other local governments and authorities in Pennsylvania. In this capacity, he specializes in the financial modeling and quantitative analysis that is needed to advise clients on complex financing structures.

Chris also manages and oversees the PFM Budget Model for Pennsylvania School Districts, which is a specialized model designed specifically for Pennsylvania school districts that is currently used by over 25 school districts. He recently redeveloped the Model to be even more user-friendly and include a variety of capabilities that make it more effective and useful for users.

+ Greg Barlow

Greg is the co-inventor of the Surtrac intelligent traffic signal system and is leading development of the Phaenon urban analytics system. He is a member of the Transportation Research Board (TRB) Traffic Signal Systems Committee, where he serves as chair of the Technology and Standards Subcommittee. Greg has a Ph.D. in Robotics from Carnegie Mellon University and has worked in research labs at Carnegie Mellon, NC State, and the US Naval Research Laboratory.

Aaron has been the Manager in Hatfield Township, Montgomery County, for the past 7 years. Prior to that, he was the Manager in Robinson Township, Allegheny County for 4 years. Aaron currently serves as a board member for APMM, Delaware Valley Worker’s Compensation Trust, North Penn YMCA, Villanova’s MPA Program, Lower Salford Industrial Development Authority and is an adjunct professor for Villanova University’s Public Administration and Professional Studies Programs.

+ Shawn A. Brokos

Shawn A. Brokos became a Special Agent (SA) for the Federal Bureau of Investigation (FBI) on January 7, 1996 and retired December 31, 2019 after spending 24 years in federal law enforcement. After graduating from Quantico, she was assigned to the Newark (NJ) Division, where she worked Public Corruption, Gangs and Violent Crimes and focused on RICO-based investigations. After 18 years in Newark, SA Brokos transferred to the Pittsburgh Division, where, from 2014 to 2016, she supervised the Complex Financial Crime Program, and established a Health Care Fraud Task Force (HCFTF) to tackle the onset of the Opioid Epidemic. From 2017 to 2018, Supervisory Special Agent (SSA) Brokos established a new Opioid Squad, comprised of the HCFTF, an Opiate Overdose Task Force, and a Darknet Fentanyl Task Force. The focus of this squad was to dismantle the supply of illegal opioids and opiates that were responsible for the high number of fatal overdoses in Western Pennsylvania. Those efforts have contributed to a 43% decrease in fatal overdoses in Western Pennsylvania from 2017 to 2018, while the state, as a whole, saw an 18% decrease and the nation saw a five percent decrease.

In 2019, SSA Brokos became the supervisor for the Civil Rights, Public Corruption, and Complex Financial Crime Squad. The priority of this Squad was the prosecution of Hate Crimes, and SSA Brokos oversaw the Tree of Life investigation (US v. Robert Bowers). In addition to her work as a squad supervisor, she was a Bureau-certified Crisis Negotiator since 2001and served as the Coordinator for Pittsburgh’s Crisis Negotiation Team from 2015-2018. From May 2018 to December 2019 she served as the FBI Pittsburgh’s Crisis Management Coordinator (CMC). As CMC she had a leading role in the FBI's Pittsburgh Training Team who received the 2016 FBI Director’s Award for Excellence in Training and Professional Development. SSA Brokos left the FBI at the end of 2019 to take a position as Director of Community Security for the Jewish Federation of Pittsburgh.

+ Lauren Byrne Connelly

Inspired to pursue a career in community development at a young age, Lauren has spent her 13 + year community development career working in local government and non-profits to build vibrant communities that offer all opportunities to live, work, and play. Lauren has most recently worked as an Assistant Director of Business Innovation and Technology in Allegheny County’s Department of Economic Development (ACED), overseeing community development loan and grant programs, Main Street revitalization programs, real estate development projects, and business development programs and projects throughout the 130 municipalities within Allegheny County.

Prior to joining Allegheny County Economic Development, Lauren served as the Executive Director of Lawrenceville United, Lawrenceville Corporation’s partner and community-based organization focused on improving the quality of life of Lawrenceville residents and stakeholders through community engagement and advocacy, community programs, and community planning and development.

Under Lauren’s leadership, Lawrenceville United created engagement programs, and robust community-driven planning processes and projects that have become regional models for community planning, school-based parent-engagement programs, entertainment and hospitality district planning and development, workforce development, public safety, and community health and wellness programs.

+ Stan Caldwell

Stan Caldwell is the Executive Director of Traffic21 Institute, the T-SET National USDOT University Transportation Center for Safety, and Mobility21, a USDOT National University Transportation Center for Mobility. He started the highly acclaimed Traffic21 blog. In 2014, Stan was appointed Adjunct Associate Professor of Transportation and Public Policy at CMU, where he teaches ITS courses and advises student projects. Additionally, Stan serves as the Director of State Relations for CMU’s office of Government Affairs. Before joining CMU, Stan served as the Executive Director to U.S. Senator Arlen Specter’s Pittsburgh Office, in addition to serving for many other Pennsylvania elected officials. Stan received his Master of Public Policy and Management degree from the University of Pittsburgh.

+ Grant Ervin

Grant Ervin serves as the Chief Resilience Officer and Assistant Director for the Department of City Planning for the City of Pittsburgh. Grant oversees the integration of sustainability and resilience into City services, programs, and policy. He works to make the City of Pittsburgh a smart, sustainable, and resilient city by fostering partnerships, leveraging assets, and finding creative ways to solve problems. Prior to joining the City of Pittsburgh, Grant served as the Regional Director for 10,000 Friends of Pennsylvania, a statewide sustainable development policy organization, and as Public Policy Manager for Pittsburgh Community Reinvestment Group (PCRG).

Grant serves as an integrator of city activities by working across departments, agencies, and sectors. He brings deep experience, intersecting the worlds of environmental, community and economic development, and infrastructure policy to create innovative and sustainable solutions for local governments, community development organizations, and state agencies. Grant has helped lead the development of a variety of innovative programs including: Pittsburgh’s OnePGH Resilience Strategy, Pittsburgh Climate Plan, Pittsburgh’s inclusion in the Rockefeller Foundation’s 100 Resilient Cities Initiative, the United States Department of Transportation’s Smart Cities Challenge, the creation of the Uptown Eco-Innovation District, District Energy Pittsburgh, Pittsburgh and Neighborhood Community Information System, and the Pennsylvania Community Transportation Initiative.

Grant serves on the board of directors of Sustainable Pittsburgh, EcoDistricts, and Pittsburgh Allegheny County Thermal (PACT), and is a Fellow of the Royal Society of Arts (RSA). Grant resides in the Morningside neighborhood of Pittsburgh with his wife and two daughters.

+ Brandi Hunter-Davenport

Brandi Hunter-Davenport is Senior Associate with Triad Strategies, a bi-partisan public affairs firm. There she works with the firm’s association management and public relations practices, assisting clients with event planning, brand marketing and strategy, public relations tactic implementation, volunteer management and the development of overall communications. She is a Harrisburg native with extensive experience in other areas such as partnership building and recruitment, grassroots development, legislative outreach, media relations, training and facilitation, campaign outreach and marketing.

Prior to joining Triad’s team, Brandi was the PA Forward Project Manager with the Pennsylvania Library Association. In this capacity, she managed the association’s statewide outreach platform, providing training, development, public relations and education resources to the state’s libraries. Working in tandem with leadership, Brandi used her skills and expertise to help libraries narrate their stories, helping them signify their relevance and need in communities throughout the state.

Brandi has also served as the director of communications for the state Department of Agriculture, working on communication platforms which focused on areas such as the restoration of the Chesapeake Bay, the potential of the High Path Avian Influenza Virus and racing reform in the commonwealth. She also served as the director of public affairs and education with the Pennsylvania Association of Conservation Districts and handled press, marketing and communications with the state Departments of Environmental Protection and Health and worked as a member of Governor Rendell’s press and communications team.

Brandi is also an adjunct professor in the Communications Department at Messiah College, soon to be University. She’s a member of the Pa Public Relations Society and Delta Sigma Theta Sorority, Inc.

Brandi obtained her undergraduate degree from Bennett College and her master’s degree at Florida A&M University.

+ Josette Fitzgibbons

Josette Fitzgibbons is the Neighborhood Business District Manager for the Urban Redevelopment Authority of Pittsburgh. Prior to coming to the URA, Josette was a Principal Planner for the City of Pittsburgh Department of City Planning. Her duties and projects included overseeing community planning activities and managing strategic planning projects such as the Pittsburgh Downtown Plan and the Regional Parks Master Plan. Josette has also served as the Executive Director of the Regional Environmental Education Center (now the Outdoor Classroom) in Upper St. Clair, PA, Community Programs Manager for NeighborFair Pittsburgh, and as Main Street Manager in Midland, PA. Her volunteer activities include serving as a Girl Scout Troop Leader, boardmember of the Three Rivers Mother's Milk Bank, member of the Pittsburgh Public Schools’ International Baccalaureate School Site Selection Committee, and Sunday school teacher at Emmanuel Episcopal Church in Pittsburgh.

Nate Kline is an Account Executive at Infradapt, a leading regional technology solutions firm, providing comprehensive IT consulting and outsourcing. Its customers span many industries from small-to-mid sized businesses to multi-location Fortune-1000 enterprises. Infradapt's solutions range from basic IT services through multi-tier outsourced support, disaster recovery and business continuity hosting solutions. In addition, Infradapt has a strong IP Telephony (VoIP) service concentration, specializing in designing, integrating, and supporting converged voice networks including multi-site and call center systems. Some of Mr. Kline’s responsibilities are to prospect and generate new business, manage existing accounts, and interface closely with Infradapt's procurement and fulfillment teams.

+ Stew Frick

Stew Frick has been at RoadBotics since 2018, and held the position of Senior Partner Success Lead since April of 2019. Within their position, Stew manages RoadBotics' relationships with its various partners, primarily Engineering Firms & Consultancies, but also bridging into the world of GIS Solutions and general Asset Management Solutions. In their time at RoadBotics, Stew helped build the Partnership Program from its infancy, and build relationships with many of the partners RoadBotics is thankful to work with today.

Keon Massey is a Business Development Representative for PFM Solutions. He joined PFM in 2019 and is currently located in the Philadelphia office, where he works in the financial modeling software practice. Keon is part of the Solutions Group, and is responsible for the acquisition of new Synario opportunities. In this role, he oversees the development and movement of the sales funnel for both the Enterprise and Synopsis solution. Prior to assuming his responsibilities at PFM, Keon worked as an Account Executive, helping clients increase their year over year revenue through dynamic marketing solutions.

+ Tom Musgrove

Tom Musgrove is the Government Affairs Manager for Crown Castle. He has 7 years’ experience working for Crown Castle and is currently working government affairs at a state and local level covering Pennsylvania, Ohio, West Virginia and Indiana. Prior to working as Government Affairs Manager, Tom served as Interim Director of Real Estate and Real Estate Manager for the Tower business in Crown Castle’s Central Region which covered the day to day real estate operations for over 11,000 towers in 18 states.

Before entering the telecom industry, Tom worked for 10 years in the consulting industry dealing with municipal zoning, environmental and regulatory affairs for oil & gas, coal and commercial and residential real estate across the United States.

Tom earned a Bachelor of Arts degree in Natural Science with a concentration in Physics from Clarion University. He currently lives in Heidelberg, PA with his wife and two children.

Christine is an eternal optimist regarding the power of design in shaping a sustainable environment. Christine has been active in shaping places, processes and organizations nationally and internationally for twenty-five years through her work as an architect, educator, and activist. Her diverse experience enables her to note trends and bring benefit across project types, from design of buildings and landscapes to educational efforts to sustainability planning. As strategic Principal of evolveEA and a registered architect, Christine brings creative solutions to projects as varied as the award winning Millvale Ecodistrict Pivot Plan to developing the business case for sustainability at the David L. Lawrence Convention Center in Pittsburgh. She is experienced at helping communities, schools and other agencies build capacity as they navigate sustainability through strategic planning and project implementation.

Christine has taught architecture, landscape design and sustainability concepts at Carnegie Mellon University, Slippery Rock University, and at Chatham College. She supports organizations that promote design and the environment and currently serves as Chair of the Pittsburgh Planning Commission, is a former President for the Green Building Alliance Board of Directors, is a member of the Global Ecodistricts Protocol Advisory Committee, the Penn State University Stuckeman School Advisory Board, and is former Board Chair at the Design Center of Pittsburgh. Christine received her Bachelor of Architecture degree from Carnegie Mellon University and studied architecture and sustainable design in Scandinavia. Christine is a registered architect and LEED Accredited Professional, and a 2019 AIA Fellow.

+ Mary Ellen Ramage

Mary Ellen has worked for Etna Borough the past 42 years, 30 of them as it's Manager. She was born and raised there and loves to call it home. She serves as Chair of the North Hills Council of Governments Stormwater Management Committee and as Treasurer of CONNECT, a multi-municipal member organization consisting of the City of Pittsburg and surrounging communities. She serves on the Boards of Tree Pittsburgh, Friends of the Riverfront and the Etna Community Organization. She recently was appointed by Governor Wolf to the Ohio Basin Regional Water Resources Committee and is an appointee to the Alcosan Board Advisory Committee and a member of the Southwest Planning Water Network. She's devoted her career to making Etna a better place to live, work, and play for all. She participated in Etna Community Organization's EcoDistrict work that recently was awarded status as the First Certified EcoDistrict in the world, an effort communities worldwide are attempting to acheive. The work is around healthier, more equitable communities for all! Under her leadership, the Borough of Etna has adopted a Green Master Plan for sustainable projects for stormwater management. The Town's first major project was awarded the Governor's Award for Environmental Excellence in 2017. She volunteers her time on the Etna Economic Development Corporation, the Etna Holiday Committee, and as Editor of the town newsletter. She is married to Pete Ramage, another dedicated Etnamanian, has four awesome step-daughters and son-in-laws and the best nine grandchildren in the world.

Anna thrives in the space where creativity in design, stakeholder engagement, and technical precision converge. Her design work, while grounded in the practical application of sustainability principles and best practices, employs a creative approach to imagining a variety of possible futures for built environments. Anna brings a holistic perspective to evolveEA’s strategic sustainability consulting, including technical knowledge of the WELL Building Standard, LEED for Existing Buildings, and Living Buildings. As an Associate at evolveEA, Anna specializes in sustainability consulting for existing buildings, community planning, strategic planning, and stakeholder engagement design, with a focus on high-performing communities such as ecodistricts.

Several projects for which Anna served as project manager have won planning and design awards, such as the Millvale Pivot 2.0 Ecodistrict Plan, Breathe Easy Air Quality Plan, Greenways for Pittsburgh 2.0, and the Hill District Centre Avenue Corridor Redevelopment Plan. Anna also guided the Etna community to become the world’s first certified EcoDistrict, and she managed both the Cleveland Clinic’s first WELL certified project as well as the second largest LEED EBOM v4 certified project in the world, the USS Tower. Anna has facilitated workshops and presented her work at the Greenbuild International Conference, EcoDistricts Summit, annual conference of the International Living Futures Institute, Rail~Volution, and AIA’s Build Pittsburgh. Anna earned her Master of Science in Sustainable Design from Carnegie Mellon University, where her thesis focused on community strategies for sustainability. Anna also has a Bachelor of Architecture from Carnegie Mellon, is a LEED Accredited Professional, Living Futures Accredited (ILFI), and is also an EcoDistricts Accredited Professional.
